Drugmaker Ranbaxy halts generic Lipitor production

Problem-plagued Ranbaxy Pharmaceuticals Inc. has halted production of generic cholesterol drug Lipitor while it investigates how tiny glass particles got into the ingredients used for dozens of batches of the drug that were recalled in November. It was Ranbaxy's second recall of the drug, called atorvastatin, since August.

The Food and Drug Administration said Ranbaxy won't resume manufacturing atorvastatin until it determines the cause of the latest problem and fixes it. The recall was due to "possible contamination with very small glass particles similar to the size of a grain of sand," according to the FDA.

"We know that there was glass in the bulk drug ingredient. That's how it got in," Dr. Janet Woodcock, director of the FDA's Center for Drug Evaluation and Research, told The Associated Press Friday.

She could not say whether the bulk ingredient ? binders and fillers that are mixed with the active drug ingredient, crushed and then formed into pills ? was produced by Ranbaxy or a contract manufacturer.

But Woodcock said the FDA has determined the risk to patients is very low because any glass that ended up in pills would have been pulverized and would be harmlessly excreted.

After originally recommending that consumers consult with their pharmacist to determine if they received the recalled atorvastatin ? and if so, to stop taking it ? the agency decided Friday that it's safe to take the pills.

Several other companies also make generic versions of Lipitor, the world's top-selling drug for nearly a decade, so patients have alternatives.

A Ranbaxy spokesman did not respond to messages from The Associated Press Friday.

The drugmaker, a subsidiary of India's Ranbaxy Laboratories Ltd., since last December has been operating under increased FDA scrutiny because of quality lapses at multiple factories over several years.

The November recall covered 41 lots of 10-, 20- and 40-milligram doses of atorvastatin tablets. Lots, or batches, typically contain tens of thousands of pills.

The August recall occurred after a pharmacist noticed that a bottle of 10-milligram atorvastatin contained a 20-milligram pill, according to the FDA. That recall also was classified as unlikely to cause serious or irreversible harm to patients.

Ranbaxy notified pharmacies and other customers about the latest recall on Nov. 9 but didn't publicly disclose it until Nov. 23. It covers lots of atorvastatin in bottles containing 90 or 500 tablets. The regulatory agency said it has not received any reports of patients being harmed by the recalled product.

Pfizer Inc.'s Lipitor and the generic versions on the U.S. market are taken by millions of patients. The cholesterol-lowering medicine brought Pfizer $13 billion in annual sales at its peak, but it got U.S. generic competition last Nov. 30.

FDA said it does not anticipate a shortage of atorvastatin but it is working with the other manufacturers to ensure there's enough supply.

Last Friday, Ranbaxy filed a notice with the Bombay Stock Exchange stating the company's investigation would be completed within two weeks, but that after that temporary disruption to the U.S. supply, the company expected to resume shipments here. That no longer appears to be the case.

Ranbaxy's manufacturing deficiencies, dating to 2006, led to a lengthy investigation and sanctions by the FDA. During the probe, federal investigators found Ranbaxy didn't properly test the shelf life and other safety factors of its drugs and then lied about the results.

In mid-2008, the FDA barred Ranbaxy from shipping into the U.S more than 30 different drugs made at factories in India. Meanwhile, the U.S. Department of Justice alleged the company lied about ingredients and formulations of some medications.

In early 2009, the FDA said it would not consider any new applications from Ranbaxy to sell in the U.S. any products made at the troubled factories. But last Nov. 30, on the day Lipitor's U.S. patent expired, FDA granted permission for Ranbaxy to sell a generic version made at a different factory.

A few weeks later, the FDA and the company signed an agreement called a consent decree that requires Ranbaxy to improve manufacturing procedures, ensure data on its products is accurate and undergo extra oversight and review by an independent third party for five years. Ranbaxy at the time set aside $500 million to cover potential criminal and civil liability stemming from the Justice Department investigation.

Energy Secretary Ed Davey says the Bill will transform the energy landscape

Energy minister Ed Davey has unveiled the government's much-trailed Energy Bill, setting out the roadmap for the UK's switch to "a low-carbon economy".

Energy firms can increase the "green" levy from ?3bn to ?7.6bn a year by 2020, potentially increasing household bills by ?100.

But big, energy-intensive companies could be exempt from the extra costs of the switch to renewable energy.

There are also proposals for financial incentives to reduce energy demand.

The "transformation" will cost the UK ?110bn over ten years, Mr Davey said.

He told MPs: "Britain's energy sector is embarking on a period of exceptional renewal and expansion.

"The scale of the investment required is huge, representing close to half the UK's total infrastructure investment pipeline."

The government's plan formed the "biggest transformation of Britain's electricity market since privatisation," he said.

Measures proposed in the Bill and consultations include:

  • Household energy bills to rise ?100 on average by 2020
  • "Green" levy charged by energy firms to rise from ?3bn to ?7.6bn
  • Switch to clean energy to cost ?110bn over ten years
  • Bill aims to encourage investment in low-carbon power production
  • Energy-intensive companies may be exempt from additional charges

Mr Davey said government policy was "designed specifically to reduce consumer bills", arguing that without a move to renewable energy, bills would be higher because of a reliance on expensive and volatile gas prices.

The government has unveiled plans to exempt some of Britain's biggest industries from charges for clean electricity.

The Energy Bill confirms that households will be expected to pay about ?100 a year on average to get more power from nuclear and renewables.

But it looks as though energy intensive firms won't have to pay the extra charges. It's feared that if their energy bills rise too high, they'll move manufacturing jobs abroad.

The move may prove controversial with consumer groups.

The Bill confirms that households would provide ?7.6bn of subsidy to nuclear and renewables by 2020 to keep the lights on and to meet targets on reducing emissions of greenhouse gases.

The government says the investment will shield the UK from volatile gas prices and force down costs in the long run.

But ministers have also announced that some of biggest industrial polluters in the UK - like steel and cement - may not be asked to pay extra. These global firms threaten to take their jobs elsewhere if power bills rise.

The government has recognised that if you are trying to cut global emissions of carbon, it's futile driving away firms to pollute somewhere else. But many households may wonder why they're being forced to pay extra whilst big firms are not.

The Energy Bill aims to move the UK's energy production from a dependence on fossil fuels to a more diverse mix of energy sources, such as wind, nuclear and biomass.

This is to fill the energy gap from closing a number of coal and nuclear power stations over the next two decades, and to meet the government's carbon dioxide emissions targets.

By allowing energy companies to charge more, the government hopes they will have the confidence to invest the huge sums of money that are needed to build renewable energy infrastructure such as windfarms.

But the opposition said that investment in renewable energy had fallen under the coalition.

"The reason that's happened is because of the uncertainty the government has created - that's why firms have put investment on hold, or scrapped it altogether," said shadow energy and climate change secretary Caroline Flint.

She added that the absence of a carbon cap for the energy sector for 2030 further undermined investment in renewables.

Exemptions

But in a consultation paper published alongside the Bill, Mr Davey said energy-intensive industries, such as steel and cement producers, would be exempt from additional costs arising from measures to encourage investment in new low-carbon production.

"Decarbonisation should not mean deindustrialisation", Mr Davey said.

"The transition to the low carbon economy will depend on products made by energy intensive industries - a wind turbine for example needing steel, cement and high-tech textiles.

"This exemption will ensure the UK retains the industrial capacity to support a low carbon economy."

Without the exemption, the government fears big companies would cut jobs and relocate abroad.

Reducing demand

The government proposals to reduce electricity demand include financial incentives for consumers and businesses alike.

For example, firms could be paid for each kilowatt-hour they save as a result of taking energy-reduction measures, such as low-energy lighting.

Householders and businesses could be given discounts and incentives to replace old equipment with more energy-efficient versions.

The government believes a 10% reduction in electricity demand could save ?4bn by 2030.

But research by management consultancy McKinsey suggests there is the potential to reduce demand by as much as 26%, equivalent to 92 terawatt-hours, or the electricity generated by nine power stations in one year.

Audrey Gallacher, director of energy at Consumer Focus, said: "The government's commitment to reduce energy demand through incentives for consumers and businesses is welcome.

"But it will come at a cost - which again will be passed onto customers."

  • Hold down a job ? As with your address and bank, showing that you?ve been in a job for a long time means security to a lender, and will therefore garner favourable results. If you can explain changes however, you might be able to get round this. This is one of the reasons it?s good to get sound advice before making an application, especially if you?re self-employed. Property taxes, fees to rise in 2013-2014 - Mercer Island Reporter

The Mercer Island City Council approved a series of tax and fee increases to balance the city?s biennial general fund budget for 2013 and 2014, at its regular Nov. 19 public meeting at City Hall.

The Council voted to approve various tax and fee changes for the next two years. Those changes mean increased property and utility taxes for Island homeowners and fee changes for some city services related to building permits and related services. The amount of money expected to be generated by the increases will balance the city budget.

Just one person came to comment on the upcoming tax increases. Islander Carv Zwingle reminded the Council that many Islanders are living on fixed incomes.

?These incremental tax increases may not mean a lot to you, but they do to us,? Zwingle said.

Prior to the vote on Nov. 19, the City Council went over the draft budget in prior meetings. The review brought more cost savings through cuts and deferred spending on new projects or upgrades to ease the burden on tax payers.

As a result, the City Council deferred or eliminated $3.6 million of capital expenditures that included the First Hill drainage system extension, water system improvements and the East Mercer Way sewer replacement project. City staff also pulled out $148,000 by delaying replacements to the city?s fleet, technology upgrades and more.

The Council approved a series of ordinances to institute the various fees and tax increases, including: a property tax increase of 1 percent; a new uniform tax rate on water, sewer and storm water utilities of 3.9 percent; rate increases for both city- and county-furnished services; permit fee increases; and an increase to the city?s ambulance transport fee.

The figures in the table represent the impact of these tax changes on an Island homeowner with a home with an average assessed value of $700,000.

Property taxes will increase by just under $70? for the average homeowner next year and an additional 7 percent, or about $10 more, in 2014.

Besides the newly approved taxes for the fire station and rescue truck, the 1 percent increases are a direct effect of lower tax revenues and higher costs, Corder said.

City financial planners had grappled with lower real estate excise taxes revenues than they expected this year, particularly from the sales of higher-end homes.

Up until August, no homes had sold for greater than $5 million this year, leaving the city worried for future years. The number of sales did pick up, however, in the late summer, with one home per month selling at $5 million or more since August.

Eyeing this trend, the city and the Council have been actively looking at ways to reduce expenses for some time. According to the city finance director, Chip Corder, the aim was to make up any shortfall with 50 percent new revenue sources and 50 percent from reducing costs.

?It ended up that we reduced expenses further than the 50 percent we planned for,? he said.

?We have already cut $4 million over the past four and a half years,? he added.

Young adults more likely to smoke cannabis than drink before driving, survey of Canadians shows

ScienceDaily (Nov. 28, 2012) ? Most Ontario adults are drinking responsibly, and fewer are smoking or using illicit substances -- but several areas of concern were found in the 2011 CAMH Monitor survey of substance use trends, released November 28 by the Centre for Addiction and Mental Health (CAMH).

"More young adults are reporting that they drive within an hour of using cannabis -- even more than those who report drinking and driving," says Dr. Robert Mann, CAMH Senior Scientist and lead researcher. "Yet the risks of doing so are significant." Nine per cent of 18- to 29-year-olds report driving after cannabis use, versus six per cent in this age range who report drinking two or more drinks and driving.

The 2011 CAMH Monitor, which included 3,039 adults aged 18 or older from across Ontario, is the longest ongoing survey of adult substance use in Canada.

Cannabis users are also aging, the survey found. Those aged 50 or older now account for 16 per cent of all adult users of cannabis, which is five times higher than in 1977.

Alcohol Use

Most Ontario adults report drinking alcohol in the past year (81 per cent), but the majority does not drink excessively. Alcohol use is a concern when there are harmful drinking patterns, which occur in certain groups.

"Women are drinking more than in the past," says Dr. Mann. "Several key drinking indicators show an increase among women." Six per cent of women reported a pattern of drinking daily in 2011, compared to three percent in 1998. About eight per cent of women were drinking in ways that were hazardous or harmful, up from five per cent in 1998.

"Binge drinking also remains high, particularly among 18- to 29-year olds," notes Dr. Mann. "Overall, nine per cent of Ontario drinkers consume five or more drinks at one time each week, which represents 691,700 people." The survey also showed that the average number of drinks consumed weekly has increased, as has the number of drinkers overall who report daily drinking.

Non-medical Prescription Opioid Use

There was some good news, with the reduction in non-medical use of prescription opioids, which has been a concern in recent years. Use dropped by half between 2010 and 2011, down to four per cent in 2011.

This decline may be the result of Ontario's Narcotics Strategy as well as other policy measures to reduce the non-medical use of these powerful, addictive drugs, Dr. Mann suggests.

Mental Health

One in seven Ontario adults (17 per cent) report elevated psychological distress, with rates highest among those aged 18 to 29. "This type of distress can reduce people's ability to function effectively socially and emotionally," says Dr. Mann.

Seven per cent of adults reported using an anxiety medication, and seven per cent took a depression medication. These medications were most likely to be used by those aged 40 to 49, and in the case of antidepressants, by women in this age range.

Smoking

Smoking rates have been declining steadily for years in Ontario. Currently 15 per cent, or 1.4 million Ontarians, say they are smokers. However, this rate may be leveling off, says Dr. Mann. "The 15 per cent remains three times higher than the Cancer Care Ontario target of five per cent."

US softens China currency criticism

NEW YORK (CNNMoney) ?

The Treasury Department said Tuesday that China's currency remains undervalued, but stopped short of branding the country a currency manipulator.

In its semi-annual report on international exchange rates, the Treasury Department said Chinese authorities "have substantially reduced the level of official intervention in exchange markets" since last year, and have "taken a series of steps to liberalize controls on capital movements."

Critics blame Beijing for holding down the value of its currency, the renminbi, in order to boost China's competitiveness in international trade at the expense of other countries.

Republican presidential candidate Mitt Romney vowed during the campaign to brand China a currency manipulator, a potential step towards trade sanctions. The Obama administration, however, has avoided this designation.

The Treasury Department said in its report Tuesday that the renminbi has appreciated by 12.6% against the dollar when adjusted for inflation since June 2010. Nevertheless, it added that the renminbi "remains significantly undervalued, and further appreciation... against the dollar and other major currencies is warranted."

Treasury said that for China to secure sustainable growth going forward, it needs to increase domestic consumption. Additional renminbi appreciation is a "critical part of this process," the report said, as a stronger currency increases the purchasing power of Chinese households.

The oft-delayed report was originally scheduled to be published last month.

Gold and silver appear to be consolidating after their recent gains. Gold fell $7.10 or 0.41% in New York yesterday and closed at $1,741.30. Silver slipped to a low of $33.92 and finished with a loss of 0.23%.

In its weekly note on technicals, Commerzbank said gold is supported by a short-term uptrend at $1,735. "We will retain our bullish view while the current November low at $1,672.50 underpins," it said in its note picked up by Thomson Reuters.

"Support above this level can be seen at $1,739.09/$1,737.17 (9 November high and late September low) as well as around the mid-November $1,705.66 low and around the minor psychological $1,700 mark. Only if unexpectedly fallen through, would our short term bullish view be neutralised."

Currency wars are set to intensify as the US Senate is considering new sanctions against Iran that would prevent Iran getting paid for its natural resource exports in gold bullion.

The new sanctions aimed at reducing global trade with Iran in the energy, shipping and precious metals sectors may soon be considered by the U.S. Senate as part of an annual defense policy bill, senators and aides said on Tuesday, according to Reuters.

The sanctions would end "Turkey's game of gold for natural gas," Reuters reported a senior Senate aide as saying, referring to reports that Turkey has been paying for natural gas with gold due to sanctions rules.

The legislation "would bring economic sanctions on Iran near de facto trade embargo levels with the hope of speeding up the date by which Iran's economy will collapse," the aide said.

Last week Turkish Deputy Prime Minister Ali Babacan has revealed a critical detail about a widely discussed Turkey-Iran gold trade boom, disclosing that the Islamic republic was exporting gas to Turkey in exchange for payment in gold bullion.

It is also reported that Iranians are buying Turkish gold with the Turkish Lira, which is deposited into their bank accounts in exchange for Turkey?s natural gas purchases, the deputy prime minister said at midnight Nov. 22 during a parliamentary session.

Iran cannot transfer monetary payments to Iran in U.S. dollars due to U.S sanctions against the country?s alleged nuclear weapons program.

Iran has been forced to shun the international financial system and the petrodollar as means of payment and turn to the international gold market to ensure it gets paid for its natural resources in order to prevent absolute economic collapse.

Clearwater Capital to invest Rs 100 crore in ... - Real Estate India

NEW DELHI: Real estate firm Ramprastha Group today said that US-based investment firm Clearwater Capital Partners will infuse Rs 100 crore in its 600-acre township in Gurgaon being developed at a cost of about Rs 4,000 crore.

The company has so far launched six group housing projects comprising over 3,000 flats and plans to offer plots in 250 acre next year in its integrated township ?Ramprastha City? located near Dwarka Expressway.

?Clearwater Capital has decided to invest about Rs 100 crore in our township in Dwarka,? Ramprastha Chief Executive Officer Nikhil Jain told PTI.

The investment would be in the form of debt, he added. Clearwater Capital Partners is an investment firm with a 10-year track record of investing in credit and special situations in Asia.

Jain said the company had earlier raised about Rs 150 crore from India Property Fund in the two group housing projects ? Skyz and Rise ? that are part of this township.

India Property Fund, a joint venture between Varnado of US and TCG of India, has picked up 49 per cent stake in these two group housing projects.

On the total investment in the townships, Jain said the project cost is about Rs 4,000 crore and this would be largely funded through internal accruals and advances against sales.

Besides group housing and plots, the township would have commercial space and institutional area.

Ramprashtha Group is currently developing over 10 million sq ft area and has land bank for development potential of over 140 million sq ft.

?We have a huge land bank in Gurgaon of about 1,500 acres and we have land in Ghaziabad also,? Jain said.

Asked about revenue, he said the group turnover is about Rs 600 crore.

Magnesium oxide: From Earth to super-Earth

The mantles of Earth and other rocky planets are rich in magnesium and oxygen. Due to its simplicity, the mineral magnesium oxide is a good model for studying the nature of planetary interiors. New work from a team led by Carnegie's Stewart McWilliams studied how magnesium oxide behaves under the extreme conditions deep within planets and found evidence that alters our understanding of planetary evolution. It is published November 22 by Science Express.

Magnesium oxide is particularly resistant to changes when under intense pressures and temperatures. Theoretical predictions claim that it has just three unique states with different structures and properties present under planetary conditions: solid under ambient conditions (such as on the Earth's surface), liquid at high temperatures, and another structure of the solid at high pressure. The latter structure has never been observed in nature or in experiments.

McWilliams and his team observed magnesium oxide between pressures of about 3 million times normal atmospheric pressure (0.3 terapascals) to 14 million times atmospheric pressure (1.4 terapascals) and at temperatures reaching as high as 90,000 degrees Fahrenheit (50,000 Kelvin), conditions that range from those at the center of our Earth to those of large exo-planet super-Earths. Their observations indicate substantial changes in molecular bonding as the magnesium oxide responds to these various conditions, including a transformation to a new high-pressure solid phase.

In fact, when melting, there are signs that magnesium oxide changes from an electrically insulating material like quartz (meaning that electrons do not flow easily) to a metal similar to iron (meaning that electrons do flow easily through the material).

Drawing from these and other recent observations, the team concluded that while magnesium oxide is solid and non-conductive under conditions found on Earth in the present day, the early Earth's magma ocean might have been able to generate a magnetic field. Likewise, the metallic, liquid phase of magnesium oxide can exist today in the deep mantles of super-Earth planets, as can the newly observed solid phase.

"Our findings blur the line between traditional definitions of mantle and core material and provide a path for understanding how young or hot planets can generate and sustain magnetic fields," McWilliams said.

"This pioneering study takes advantage of new laser techniques to explore the nature of the materials that comprise the wide array of planets being discovered outside of our Solar System," said Russell Hemley, director of Carnegie's Geophysical Laboratory. "These methods allow investigations of the behavior of these materials at pressures and temperatures never before explored experimentally."
